I have created a democratic institution that exists in the empire....  The Terran Empire does not have many democratic institutions. The only politicians are are the 'Nobility'. (Damn feudal structures).  I am going to introduce a new, fledgling democratic institution, introduced by the Emperor 50 Years ago, known as the 'Peoples Voice Council'. This Council has the responsibilty (and some small powers granted by the emperor, powers to investigate at least), to protect the rights of Citizens from abuse by major corporations, the nobility, and the church.    evil_ref
